NOT using their vacation time?? Crazy! I make it an absolute certainty to use up all of mine by the end of the year even if I only end up spending a week chilling out at home (also because my boss is too cheap to pay us for it if we've been too busy to take it).

I fully agree. Sometimes I have to carry over a day or two...but then I make sure I use it before it expires (March). If nothing else, I give myself long weekends.
